From the Korean Peninsula, to the South China Sea, to the Middle East and South Asia, all the nuclear-armed states are engaged in unpredictable conflicts that could catastrophically escalate out of control. Tensions between the United States and Russia have risen to levels not seen since the Cold War, with the two nuclear giants confronting each other in Ukraine, Eastern Europe, and Syria and an accelerated tempo of military exercises and war games, both conventional and nuclear, on both sides. Risky close encounters between Russian and U.S./NATO forces have increased dramatically in the Baltic region and Syria.</p>
<p>Ominously, all the nuclear-armed nations are engaged in a new nuclear arms race. Despite their animosities toward each other, they are united in opposition to the new Treaty on the Prohibition of Nuclear Weapons (TPNW or Ban Treaty), and the original nuclear-armed states are continuing to ignore their obligations under the 1970 Nuclear Nonproliferation Treaty to end the arms race at an early date and to negotiate “in good faith” the elimination of nuclear weapons.</p>
<p>Following the sudden end of the Cold War, after decades of difficulty in focusing attention on the crucial need for nuclear abolition, there are signs of a developing global nuclear abolition movement to respond to these dangers.</p>
<p>These include <a href="https://www.facebook.com/unitedpeacejustice/videos/1388050634618109/UzpfSTQzODM4MTM3Mjg0ODIwMToxNjA0MTc2NjE2MjY4NjY1/">the July 2017 vote in the United Nations by 122 countries to adopt the Ban Treaty</a> and the <a href="http://www.icanw.org/campaign-news/ican-receives-2017-nobel-peace-prize/">Nobel Peace Prize award to the International Campaign to Abolish Nuclear Weapons</a>; the <a href="https://www.dontbankonthebomb.com/">Don’t Bank on the Bomb Campaign</a>; nonviolent direct acts of resistance such as the Memorial Day <a href="http://masspeaceaction.org/shout-heard-round-the-world/">protest at Hanscom Air Force Base in Massachusetts</a> and the April <a href="http://www.nukeresister.org/2018/04/05/seven-kings-bay-plowshares-activists-arrested-inside-trident-nuclear-submarine-base/">Kings Bay Plowshares Action</a>; and <a href="http://wslfweb.org/docs/6-11-18-USCMpressrelease.pdf">unanimous adoption by the U.S. Conference of Mayors, in June, of a sweeping Mayors for Peace resolution</a> “Calling on the Administration and Congress to Step Back From the Brink and Exercise Global Leadership in Preventing Nuclear War.”</p>

<p>During the 1980’s, fear of nuclear war was by far the most visible issue of concern to the American public and people around the world.  Yet following the end of the Cold War, nuclear weapons fell off the public’s radar screen. It was almost as if the planet itself breathed a huge sigh of relief.</p>
<p>Meanwhile, deeply embedded in the military-industrial complex, military planners and scientists at the nuclear weapons labs conjured up new justifications to sustain the nuclear weapons enterprise. Following the collapse of the Soviet Union, in 1991 Colin Powell, then-Chair of the U.S. Joint Chiefs of Staff, declared: “We no longer have the luxury of having a [specific] threat to plan for. What we plan for is that we’re a superpower. We are the major player on the world stage with responsibilities… [and] interests around the world.”</p>
<p>At its first national assembly in 2003, United for Peace and Justice (UFPJ) adopted a proposal put forward by <a href="http://www.abolition2000.org/en/">Abolition 2000</a> member groups, to make nuclear abolition “a” priority. The proposal was adopted without much discussion or understanding. At the time we were focused on ending the Iraq and Afghanistan wars and nuclear weapons were seen by many as a peripheral issue. <strong>Over the years, nuclear weapons have moved from the periphery to the center of anti-war concerns and UFPJ’s work.</strong></p>
<p>Today, nearly 15,000 nuclear weapons, most an order of magnitude more powerful than the U.S. atomic bombs that destroyed Hiroshima and Nagasaki— 92% held by the United States and Russia, continue to pose an intolerable threat to humanity.  All of the nuclear-armed states are upgrading their nuclear arsenals, and the dangers of wars among them are growing.</p>
<p>On January 25, The Bulletin of the Atomic Scientists moved the hands of its symbolic Doomsday Clock 30 seconds closer to the end of humanity. It is now set at two minutes to midnight—as close as it’s ever been set since its inception in 1947. In moving the clock 30 seconds closer to the hour of the apocalypse, the Bulletin cited “the failure of President Trump and other world leaders to deal with looming threats of nuclear war and climate change”, and declared, “<strong><em>the world is as threatening as it has been since World War II.”</em></strong></p>
<p><strong> We stand at a nuclear crossroads, in a sharply divided world.</strong> Last July the majority of the world’s countries voted to adopt a historic treaty to prohibit the possession, development, testing, use and threat of use of nuclear weapons. While the Treaty on the Prohibition of Nuclear Weapons (TPNW) represents the total repudiation of nuclear weapons by most of the states that don’t possess them, the U.S. and the eight other nuclear-armed states, along with Japan, Australia, South Korea and all but one of the 28 NATO member states (The Netherlands) – all countries under the U.S. nuclear umbrella, boycotted the negotiations. <p><strong>We must keep both realities – the promise of the Ban Treaty and growing dangers of nuclear war – fully in mind as we urgently work for a world without nuclear weapons.</strong></p>
<p><a href="http://wslfweb.org/docs/6-11-18-USCMpressrelease.pdf">In June, the U.S. Conference of Mayors, (USCM), unanimously adopted a sweeping Mayors for Peace resolution</a> <strong>“Calling on the Administration and Congress to Step Back From the Brink and Exercise Global Leadership in Preventing Nuclear War.”</strong> The resolution rejected the general hysteria that followed Trump’s meetings with Kim Jong-un and Vladimir Putin.</p>
<p><strong> Make no mistake</strong>. Donald Trump is a dangerous unhinged megalomaniac, unfit for office, who is taking a wrecking ball to the domestic and international orders – to the detriment of millions of ordinary people. Yet, the hysteria following his meetings with Kim Jong-un and Vladimir Putin is truly frightening. Media pundits and Congressional leaders from both parties would apparently rather remain poised for nuclear war than risk talking with “the enemy”.</p>
<p>The USCM resolution also “urges the United States government to reverse its stance and to embrace the TPNW as a welcome step towards negotiation of a comprehensive agreement on the achievement and permanent maintenance of a world free of nuclear arms”, and “calls on the President and Congress to reverse federal spending priorities and to redirect funds currently allocated to nuclear weapons and unwarranted military spending to support safe and resilient cities….”, along with other measures.</p>

Circulate it widely as an educational and advocacy tool. Quote it in op-eds and letters to the editor. Send it to your Congressional representatives. Consider asking your City Council to endorse the resolution. 										<content:encoded><![CDATA[<div>Hello All – Iran war news this week was focused on <strong>last weekend’s talks between the P5+1 and Iran. </strong> The P5+1 (the five permanent members of the UN Security Council, plus Germany) reopened talks with Iran, for the first time in 15 months, over Iran’s alleged violations of the Nuclear Non-Proliferation Treaty and over Iran’s refusal to obey the UN Security Council Resolutions to halt its uranium enrichment program.</div>
<div>In an atmosphere overshadowed by the Obama/Clinton line that “this was Iran’s last chance,” the conference was viewed by most observers as <strong>constructive and encouraging</strong>, and a follow-on meeting is now scheduled for <strong>May 23 in Baghdad</strong>.  At the next meeting the negotiations will focus on in-depth examinations of the alleged violations by Iran, and (presumably) detail a program to remedy many of the outstanding issues.</div>
<div>The relative success of last weekend’s meeting in Istanbul is not to everyone’s liking.  Israel’s president Netanyahu complained that weak US diplomacy had given Iran a 5-week “freebie,” and the US Congress barged ahead crafting a new round of sanctions.  However, as comments and assessments linked below indicate, the general view (by the Europeans, for example) was that Iran had been forthcoming and apparently sincere in its desire to find a negotiated outcome.</div>
<div>One of the major issues on the table is Iran’s program that is now <strong>enriching uranium to a 20 percent</strong> level (meaning that the uranium is manipulated so that the percentage of the final product that is useful in nuclear fission – U235 – is raised from 0.7 percent [as in “natural” uranium] to the 20 percent level needed to produce isotopes that can be used in nuclear medicine/cancer treatment.)  It appears that Iran may be open to some kind of bargain by which it will be supplied with the quantities of the fuel that it needs for this work in exchange for stopping enrichment to the 20 percent level, sending its supply of such enriched uranium out of the country, etc.</div>
<div>Of course there are other issues on the table, including Iran’s new underground enrichment facility at<strong> Fordo</strong>, which is seen as threatening because it would be hard to bomb.  (Truly!)  And there are also demands by the United States (and indirectly by Israel) that stem from allegations in the (very likely forged) so-called “laptop documents,” which includes the demand to inspect a particular building at the giant Iranian military base at <strong>Parchin</strong>.</div>
<div>Of interest (to me at least) this week was a clustering of news stories and controversies re: some of <strong>the vocabulary of the US/Israel/Iran stand-off</strong>.  The United States and its mainstream media are not all on the same page about Iran’s Ayatollah Khamenei’s “fatwa” against nuclear weapons; similarly, the Shi’ite concept of “Taqiya” (a lie that is acceptable under certain conditions) has been raised by US regime-changers to challenge the thought that something an Iranian has said can be taken as the truth.  And Juan Cole pointed out this week that US “sanctions” on Iranian oil have morphed into an economic blockade, an act of war in international law.  All this and more is developed in the <strong>good/useful reading linked below.</strong></div>
<div>As if to make up for the slackening of tensions around Iran, developments <strong>on the Syria front</strong> raised serious questions about whether last weekend’s UN/Arab League-brokered cease fire would last out the week.  While the UN Security Council has gone ahead and authorized a larger contingent of UN truce monitors (about 300 people), the “bad cop,” the Friends of Syria, met in Paris to threaten military action, further sanctions, and arming the Syrian resistance.  And based on some cross-border shooting at Syrians fleeing into Turkey last week, Hillary Clinton raised the point that the “attack on Turkey” by Syria might trigger intervention by NATO.  I’ve have linked some useful summary articles below that elaborate on these events.</div>

Terming the Istanbul talks of last weekend “success and progress,” Jannati said that the P5+1 seem ready to accept enrichment of uranium for civilian purposes as “Iran’s right.” Foreign Minister Ali Akbar Salehi seemed similarly optimistic, saying that Iran was “ready to resolve all issues very quickly and simply.” The officials all seemed to express great hope for finalizing a deal at the May 23 Baghdad meeting. <div>Beyond the central issues in the P5+1 negotiations with Iran, there are other issues that are important, but that have received less media attention.  One such issue that we would like to get more media attention (and action!) is the idea of a <strong>Nuclear Free Zone</strong> in the Middle East.  This is a way out of the present impasse posed by Israel’s nuclear arsenal and the nuclear-proliferation pressures that it generates.  CND’s Kate Hudson’s article, linked below, is an especially useful guide. An issue that will probably get lots of media play is the IAEA demand to inspect a certain building at the <strong>Parchin military base</strong>.  While this is treated as a stupid demand by many experts, it is complex and “scary” enough to stir up rightwing froth in the media; and so linked below is a useful guide to what it’s all about.   The Iranians regard <strong>additional sanctions</strong> while negotiations are underway as a provocation and a sign that the United States is not serious about resolving disagreements through diplomacy. So, just in time, here comes Congress, with more bad ideas.  And as for the <strong>small islands in the Persian Gulf</strong> that are disputed between Iran and the United Arab Emirates … what could go wrong?</div>

<div>&#8212;- A dispassionate look at the current tensions between Iran and Israel would surely conclude that the security concerns of each state must be acknowledged in order to move towards a peaceful and sustainable resolution. Beginning dialogue on these issues is not easy, but this is precisely what needs to be done. The UN will this year be holding an important conference on a Weapons of Mass Destruction Free Zone (WMDFZ) in the Middle East. The conference has certainly been a long time coming. But with the prospect of Iran, Israel and delegates from all of the Middle East states being brought to the table for frank discussions on security and disarmament, hopes for genuine progress have emerged over recent months. If the US really wants to see a lasting solution to the problems of the region, it needs to exert productive diplomatic pressure and not simply ratchet up the talk of military conflict. The Syrian government has promised to pull its army back from major cities, but now seems to be reneging on that deal. But rather than castigating its motives, perhaps it might be a good time now to take a fresh look what exactly has been accomplished by the internationalization of the Syrian &#8220;problem.&#8221; In retrospect, by leaning on precedents within international law rather than the force of its own movement, the exiled Syrian opposition seems to have aimed to exaggerate the civilian losses in the city into the claim of genocide in order to push buttons within the international community.<strong> </strong>The United Nations bought it. <p>We, Afghanistan and Iraq veterans, from around the country will converge in Chicago on May 20th to march to the NATO summit and ceremoniously return our medals to NATO generals. We were awarded these medals for serving in the Global War on Terror, a war based on lies and failed polices. This endless war has killed hundreds of thousands, stripped the humanity of all involved, and drained our communities of trillions of dollars, diverting funds from schools, clinics, libraries, and other public goods.Iraq Veterans Against the War calls on fellow service members, veterans, Chicagoans, and everyone who believes in justice, dignity, and respect forall peoples to join us in the streets on May 20th. On this day, we will hold a nonviolent march to the site of the NATO summit where we will ceremoniously return our military service medals. We will demand that NATO immediately end the occupation of Afghanistan and relating economic and social injustices, bring U.S. war dollars home to fund our communities, and acknowledge the rights and humanity of all who are affected by these wars. We wish to begin a process of justice and reconciliation with the people of Afghanistan and other affected nations, fellow service members, veterans, and the American people.</p>
<p>The city of Chicago will host the NATO summit from May 20th-21st. NATO, the North Atlantic Treaty Organization, is an organization of western military superpowers whose combined military might is the world&#8217;s largest and most powerful military force. The NATO mission in Afghanistan has dragged on for over a decade, to the detriment of the people of Afghanistan, military service members and their families, and our communities.</p>
<p>The recent news that the G8 summit, originally set to take place in Chicago this May, has been moved to Camp David shows that the world&#8217;s large economies fear the mass mobilization and collective organizing of the people of Chicago. NATO should also be advised that the world&#8217;s military superpowers, responsible for unjust wars, occupations, and militarism, are also not welcome in our hometown. We are emboldened by the knowledge that Chicagoans&#8217; call for popular mobilizations was enough to move the G8 out of our city. We must now harness this same people power to send the message loud and clear to NATO that they too will be met with resistance. Furthermore, even though the G8 and NATO will now be held apart from each other, we know that these two summits, and the interests they represent, are linked. War, austerity, poverty, and economic exploitation by the 1% go hand in hand.</p>
<p>It is time for us to take a stand and make our voices heard. We stand in international solidarity with the people of Afghanistan and all the people of the world who are demanding their right to self-determination, their human rights, and economic justice.</p>

										<content:encoded><![CDATA[<p>On June 22, 2011 the U.S. Air Force Global Strike Command launched a Minuteman III intercontinental ballistic missile (ICBM) from Vandenberg Air Force Base on the central coast of California. The missile, carrying a simulated nuclear warhead, traveled 4,200 miles before hitting its predetermined target near Kwajalein Atoll in the Marshall Islands. As stated by mission director Col. David Bliesner: “Minuteman III test launches demonstrate our nation’s ICBM capability in a very visible way, deterring potential adversaries while reassuring allies. These launches provide valuable information on the missile&#8217;s effectiveness in its intended operational environment.” The U.S. maintains 450 Minuteman III missiles on high-alert in missile silos in Wyoming, Nebraska, North Dakota, and Colorado, with another 50 operational missiles held in reserve. While the U.S. government lectures and threatens Iran and North Korea about the evils of nuclear weapons, it routinely test fires it’s own long-range missiles, sending a clearly implied nuclear threat. 										<content:encoded><![CDATA[<p><strong>Theresa Cusimano will stand trial on Friday, January 13, 2012 for crossing onto the Fort Benning military base in Georgia to protest the continued operation of the notorious School of the Americas / Western Hemisphere Institute for Security Cooperation</strong></p>
<p><em>Theresa will be joined by supporters &#8211; including <strong>Edward DuBose</strong>, Georgia president of the NAACP;<strong>Theresa El-Amin</strong>, Regional Director of the Southern Anti-Racism Network; and <strong>Anton Flores</strong>, Director of the Alterna Community &#8211; for a <strong>press conference on Friday, January 13 at 8:30am at the Federal Courthouse in Columbus, Georgia, 12th Street &amp; 2nd Avenue</strong></em></p>
<p>Columbus, GA – Theresa Cusimano, 43, a resident of Kissimmee, Florida was arrested on November 20, 2011 after crossing onto Fort Benning, Georgia in an act of nonviolent civil disobedience<a href="http://salsa.democracyinaction.org/dia/track.jsp?key=-1&amp;url_num=1&amp;url=http%3A%2F%2Fsoaw.org%2Ftake-action%2Fnovember-vigil%2Fbodies-on-the-line-direct-action%2F3824-theresa-cusimano" target="_blank"><img decoding="async" src="http://soaw.org/img/theresavideo.jpg" alt="" width="200" align="right" border="0" hspace="7" vspace="7" /></a>, calling attention to the Western Hemisphere Institute for Security Cooperation, formerly known as the School of the Americas (SOA/WHINSEC). Theresa’s act of civil disobedience came at the culmination of a protest that drew thousands to the gates of Fort Benning, calling for the closure of the SOA/WHINSEC and a change in US policy towards Latin America. Protestors included actor Martin Sheen and human rights defenders from Honduras, Colombia, Haiti and Costa Rica. The annual protest denounced the institute’s lack of transparency, its ties to brutal dictatorships and the ever-growing number of human rights abuses and crimes committed by its graduates.</p>
<p><strong>“Our message is not being heard in Congress because our lawmakers have been purchased by other priorities,”</strong> said Cusimano. <strong>“I choose civil disobedience because the lawless acts promoted by the School of the Americas are human rights crimes unfitting of a so-called World Super Power.”</strong></p>
<p>Cusimano was arrested by military police on trespass charges and faces trial on January 13, 2012 – her second trial for such actions at Fort Benning. Cusimano also carried her protest onto Ft. Benning in 2008, an act for which she served two months in federal prison. She now faces up to six months. <strong>Protests against the SOA/WHINSEC began 21 years ago; since then over 300 people have been sentenced and collectively served over 100 years of prison time for nonviolent civil disobedience.</strong></p>
<p>The SOA/ WHINSEC, a combat training facility for Latin American security personnel made headlines in 1996 when the Pentagon released training manuals used at the school that advocated torture, extortion and execution. SOA Watch is a nonviolent grassroots movement that works to close the SOA/ WHINSEC and to change oppressive U.S. policy.</p>
<p><strong>Theresa Cusimano’s trial is scheduled to begin at the Federal Court in Columbus, Georgia at 9am on Friday, January 13, 2011 before Judge Stephen Hyles.</strong> Judge Hyles is known for imposing maximum prison sentences on nonviolent SOA Watch activists, who demand that institutions like the SOA/WHINSEC no longer protect the 1%’s corporate greed over the 99% and work to cultivate a culture of peace, mutual respect and justice across the Western Hemisphere.</p>
