<p>Background: On June 13, the House Appropriations Committee passed <strong>H.R. 2397, the FY 2014</strong> <strong>Department of</strong> <strong>Defense Appropriations Act</strong> approving <strong>$512.5 billion</strong> for the Pentagon base budget (not counting the cost of military construction and nuclear weapons), and <strong>$85.8 billion</strong> for Overseas Contingency Operations, which is largely for waging war in Afghanistan. For text: <a title="http://www.govtrack.us/congress/bills/113/hr2397" href="http://www.govtrack.us/congress/bills/113/hr2397" target="_blank">http://www.govtrack.us/congress/bills/113/hr2397</a>]</p>
<p><a href="https://www.unitedforpeace.org/wp-content/uploads/2013/07/Pent._OH_ftrd1.png"><img loading="lazy" decoding="async" class="alignleft size-medium wp-image-1356" title="Pent._OH_ftrd1" src="https://www.unitedforpeace.org/wp-content/uploads/2013/07/Pent._OH_ftrd1-300x196.png" alt="" width="300" height="196" srcset="https://www.unitedforpeace.org/wp-content/uploads/2013/07/Pent._OH_ftrd1-300x196.png 300w, https://www.unitedforpeace.org/wp-content/uploads/2013/07/Pent._OH_ftrd1.png 521w" sizes="(max-width: 300px) 100vw, 300px" /></a>Despite countless floor speeches full of moral platitudes about democracy, social justice and peace and hard evidence that the US&#8217; imperial model is unsustainable, the majority in Congress continues to vote for the needs of a powerful military industry at the expense of the needs of most Americans.</p>
<p>This is not just militaristic Republicans. When the House of Representatives voted on the 2014 Defense <strong>Authorization </strong>bill last month, the majority of Democrats voted in favor (103-90). See Roll Call <a title="http://www.gop.gov/votes/113/1/244" href="http://www.gop.gov/votes/113/1/244" target="_blank">http://www.gop.gov/votes/113/1/244</a> to see how your Representative voted. Without strong pressure from us, the results are likely to be the same for the Defense Appropriations Bill when it comes to the floor. perhaps as early as Tuesday afternoon..</p>
<p>The DoD Budget ignores the Budget Control Act’s requirement that half of the $110 billion in additional annual cuts must be shared between military and non-military programs. Instead, the Pentagon budget is 5.4 percent over this year’s spending while the Departments of Labor, Health and Human Services, and Education are slashed 18.6 percent below this year’s already reduced funding. Energy, conservation, and environmental protection programs will be cut between 11 – 22 percent. It&#8217;s neither wise nor fair.</p>
<p><em>Under sequestration it&#8217;s business as usual for the Pentagon and upheaval for the poor and vulnerable as <span style="text-decoration: underline;">more</span> cuts to critical human need programs are imposed to protect funding for war, weapons and spying.</em> During this fiscal year, the cuts to programs like Head Start, Meals on Wheels, student grants, affordable housing, further reduced services from some of the most needy communities &#8211; including families, children, low income mothers, students and elders. <p><span style="color: #000000;">The word is that HR 2937 FY 2014 Defense Appropriations Bill ($598.1 billion) will come to the floor the beginning of next week.</span></p>
<p><span style="color: #000000;">As of yesterday, <strong>155 amendments</strong> to the bill have been submitted. For the list</span> : <a href="http://rules.house.gov/bill/hr-239" target="_blank">http://rules.house.gov/bill/hr-239</a>7 <span style="color: #000000;">Some of these amendments are for items most of us support: blocking US military engagement in Syria, restricting the use of drones, moving prisoners out of Guantanamo, curtailment of surveillance activities by the NSA. Others point in the opposite direction&#8211;attempting to further strengthen US military activity. Most relevant point is that as of now, Republican leadership is considering a rule, which would prevent substantive amendments from being brought to a vote.</span></p>
<p><span style="color: #000000;">While United for Peace and Justice supports all amendments designed to curtail US militarism, <strong>we believe that the overall Defense Appropriations Bill should be strongly opposed and that members of Congress must be held accountable for their vote.</strong> Hundreds of billions of dollars for more wars and wasteful weapons is a national disgrace at a time when our government is cutting back on Meals-On Wheels and slots for Head Start, along with countless other human needs programs across the country.</span></p>
<p><span style="color: #000000;"><strong>Is this only the House Republicans, who are the problem? Unfortunately not.</strong></span></p>
<p><span style="color: #000000;">When the House of Representatives voted on the 2014 Defense <span style="text-decoration: underline;">Authorization</span> Bill last month, the majority of Democrats voted in favor (103-90). That unfortunately includes some members of the Congressional Progressive Caucus. See Roll Call</span> <a href="http://www.gop.gov/votes/113/1/244" target="_blank">http://www.gop.gov/votes/113/1/244</a> <span style="color: #000000;">to see how your Representative voted.</span></p>
<p><span style="color: #000000;">Without additional pressure from us, the results are likely to be the same for the Defense <span style="text-decoration: underline;">Appropriations</span> Bill.</span></p>

<p><span style="color: #000000;">However, there is more work to do as Washington is not moving in the right direction. Today we have Federal budget sequester cuts hitting communities that have already faced years of local budget reductions. Yet the war in Afghanistan continues and Congress gives the Pentagon so much money that it votes to fund weapon systems and projects the generals do not even want! (</span><a href="http://www.military.com/daily-news/2012/08/20/congress-pushes-for-weapons-pentagon-didnt-want.html" target="_blank">Read story here.</a><span style="color: #000000;">) How ludicrous is that? Unfortunately, with corporations spending millions on lobbyists and donations to push their influence on Capitol Hill, it makes complete sense.</span></p>

We will place a spotlight on the priorities and needs of the majority of people. The aims of this initiative are:</span></p>
<p><span style="color: #000000;">To make visible the sites and corporations where military contracts enrich a few, or serve immoral and useless wars, and the places and people hurt by federal budget cuts to social programs;</span></p>
<p><span style="color: #000000;">To put forward the vision and prospect of converting military spending to projects that both generate jobs and serve desperately needed and socially constructive ends;</span></p>
<p><span style="color: #000000;">To help create coalitions of local people, especially involving communities, organizations, agencies and individuals who have not worked together before; and to reach folks that previous actions have not reached.</span></p>
<p><span style="color: #000000;">Join a scheduled event or plan one yourself: Take action. It’s going to take pressure from us, the people to move the nation in the right direction. <p>I.             Strengthening our network: To strengthen our network, UFPJ must increase it fundraising and outreach efforts. UFPJ will contact our member groups to reaffirm their affiliation, strengthen bonds and create renewed interests in the network. We will especially look for opportunities to connect Peace Centers we know exist in many cities and towns, and we will increasingly look to colleges and universities for networking opportunities.</p>
<p>II.            One Campaign (Currently Jobs Not Wars). With our limited resources UFPJ will focus attention on one campaign at a time for 2013 and coordinate with others.</p>
<p>III.           Nuclear Free Future Month (August) The crisis on the Korean Peninsula has reminded us of the present danger of nuclear confrontation. Coordinated by the UFPJ Nuclear Disarmament/Redefining Security working group, the purpose of Nuclear-Free Future Month is to stimulate action and raise awareness about the continuing existential threat from nuclear weapons and the dire environmental and proliferation risks posed by the global addiction to nuclear power.</p>
<p>IV.          Legislative Working Group</p>
<p>a. National Defense Authorization Act</p>
<p>b. The Federal Budget (Defense Spending)</p>
<p>c. Supporting the Jobs Not Wars legislative agenda</p>
<p>d. Any related war and peace legislation (Iran, Afghanistan, Syria, Iraq, nuclear weapons budget, Africom, etc)</p>
<p>V.            Make our newsletter and phone briefings more useful as outreach and information tools including highlighting the work of small affiliates and following climate change, immigration, civil liberties campaigns and other issues.</p>
<p>VI.          Maintaining and updating the UFPJ website, e-blasts and action alerts, and social media presence.</p>

<p><em>We rejected deficit reduction at the expense of working &amp; middle class Americans, the poor &amp; elderly.</em></p>
<p><em>We rejected more tax breaks for large corporations and the wealthy.</em> Corporations and the wealthy have “raked in” all the benefits while everyone else has suffered economic loss.</p>
<p><strong>One of the best ways to reduce the deficit is to put people back to work – it&#8217;s time to invest in our people and our communities.<br />

Congress and President Obama must do the will of the people.</p>

										<content:encoded><![CDATA[<p><span style="color: #008080;"><strong>Statement from United for Peace and Justice on the FY2013 Pentagon House Appropriations</strong></span></p>
<p>House of Representatives Should Vote:</p>
<p><strong>“YES”</strong> for Jobs Program, Federal Aid to States and Vital Social Services!</p>
<p><strong>“NO”</strong> on current proposed FY 2013 Pentagon Budget!</p>
<p>Congress is poised once again to sacrifice domestic security in the service of unnecessary wars and the profits of defense contractors. The FY 2013 Defense Appropriations bill, <strong>which includes $519 billion for the Pentagon&#8217;s base budget</strong> and<strong>$88.5 billion for the war in Afghanistan</strong> is expected to reach the House floor this week. This represents 57% of all federal appropriations for the coming year. <a href="https://www.unitedforpeace.org/wp-content/uploads/2012/07/Center-for-Arms-Control-and-Non-Proliferation_-Analysis-of-Fiscal-Year-2013-House-Defense-Appropriations-Bill.pdf" target="_blank">Click here for a more detailed account</a>.</p>
<p>Under the Budget Control Act passed last August, if military funding is approved at this level it will mean significant cuts to vitally needed social programs, including nutrition, education, housing, job training and health care for the poor.</p>
<p>Since 2001, the Pentagon budget, including the wars, has grown almost three times as fast as appropriations for domestic programs.* These choices have cut or reduced the &#8220;safety net&#8221; for millions of Americans, weakened our domestic institutions, sacrificed the lives and well-being of our own soldiers, and brought immense suffering to people in other nations. New funding caps have squeezed domestic priorities even more. For example, adult job training, children’s mental health, substance abuse treatment, home heating assistance for the poor, community development funds and grants for adult education have all been cut from 2010 to 2012.</p>
<p>* (This calculation is adjusted for inflation and does not include the billions of dollars for veterans benefits, nuclear weapons, military construction and other military purposes that are budgeted in other appropriations bills.)</p>
<p>The proposed FY 2013 Defense Appropriations bill is harmful to our “national security” in multiple ways. Unfortunately too many members of Congress keep voting in favor of these unpopular measures, assuming that constituents are not paying attention.</p>
<p>Major reasons to deny passage of the bill:</p>
<ul>
<li>It insures that the costly and ineffective military approach to the threat of “terrorism” will be perpetuated -that Americans and Afghans will continue to die in the service of a failed military policy.</li>
<li>It continues the use of “drones,” Special Operations and the illegal policy of assassination, which is killing civilians and making new enemies around the world.</li>
<li>It deprives our states and cities of the funds they need to insure that all of their residents have access to adequate food, shelter, education and health care.</li>
<li>It comes at the expense of investing in our future and funding infrastructure and public programs that are the most effective form of<a href="https://www.unitedforpeace.org/wp-content/uploads/2012/07/Study_-Funding-Progressive-Domestic-Priorities-Creates-At-Least-50-Percent-More-Jobs-Than-Military-Spending-_-ThinkProgress.pdf" target="_blank"> job creation</a>.</li>
</ul>
<p><a href="https://www.unitedforpeace.org/wp-content/uploads/2012/07/military-industrial-complex.kahlilbendip.jpg"><img loading="lazy" decoding="async" class="alignright size-full wp-image-809" title="military-industrial complex.kahlilbendip" src="https://www.unitedforpeace.org/wp-content/uploads/2012/07/military-industrial-complex.kahlilbendip.jpg" alt="" width="421" height="311" srcset="https://www.unitedforpeace.org/wp-content/uploads/2012/07/military-industrial-complex.kahlilbendip.jpg 421w, https://www.unitedforpeace.org/wp-content/uploads/2012/07/military-industrial-complex.kahlilbendip-300x221.jpg 300w" sizes="(max-width: 421px) 100vw, 421px" /></a>House members will be voting on the FY2013 Pentagon Appropriations bill this week. They need to hear from constituents, urging them to:</p>
<p>1. Vote for amendments that <strong>eliminate</strong> funding for continued fighting in Afghanistan, for the use of drones, and for expensive  and unnecessary weapons systems.</p>
<p>2. Vote <strong>against</strong> the FY 2013 Pentagon Appropriations bill, unless it includes the amendments suggested above and substantially lower funding levels.</p>
<p>We insist on sufficient funding to meet urgent domestic needs &#8211; for jobs, education, health, nutrition and human services. At a time of severe recession, we cannot afford to squander another $608 billion for military purposes.</p>

<div><span style="font-size: small;"><strong><em>Last week for the first time</em>,</strong><em><strong> the majority of Democrats voted in favor of the Lee Amendment limiting funding for the Afghanistan War to the safe and orderly withdrawal of US troops and security contractors</strong>. <strong>(101 ayes, 79 Noes).</strong></em> This represents a sea-change of opinion from the time that Rep. Barbara Lee stood alone among her House colleagues eleven years ago, challenging the wisdom of the war. It is unfortunately no surprise that this amendment was defeated 113-303. However, in our upcoming work it will be important to emphasize <em>that the President&#8217;s political base is now in clear opposition to his Afghanistan war policy. <P><br />
</em></span></div>
<div>On the 2013 NDAA as a whole (HR 4310) we did better than anticipated with a final vote of<strong> 120 Noes and 299 Ayes</strong>. Fortunately the majority of Democrats voted against the 2013 NDAA. (104-77). The reasons for  Democratic voting on this item are ambiguous because the White House itself was displeased with the final version of the bill and because civil liberties was also an important concern. Yet clearly for many Democrats a major factor was the size of the military budget at a time when domestic programs are under attack.</div>

<div><P></p>
<p>Going forward, it seems possible that with greater unity we might achieve a better result in the next round of votes. The bill now goes to the Senate, where there will be various efforts to shorten the American stay in Afghanistan and to cut billions from the Pentagon budget. Our Legislative Working Group will continue to support these initiatives, as well as stronger amendments <strong>to end the war in Afghanistan and to garner more NO votes against the 2013 National </strong><strong>Defense Authorization Act.<br />

<p>On May 6-9 people from across the country and world will be converging in Charlotte, NC, home of Bank of America’s Headquarters and their annual Shareholder meeting, to demand an end to their practices that are bankrupting our economy and wrecking our climate.</p>
<p>Homeowners, students, immigrants, environmentalists, workers, women’s groups, peace activists and more will be in Charlotte, bringing their stories, hearts and communities to the fight against Bank of America and the economic inequality, racial injustice and environmental destruction they have wrought.</p>
<p>Bank of America is:</p>
<ul>
<li>#1 forecloser of homes in the US,</li>
<li>#1 funder of the US coal industry,</li>
<li>Job killer by letting go of nearly 100,000 workers over the past several years,</li>
<li>Bonus Buster paying its top five executives over $500 million in bonuses,</li>
<li>Saddling students with a lifetime of debt, and</li>
<li>Financing the war machine.</li>
</ul>
<p>Bank of America, and its profits-over-people-and-planet business model, is drowning our democracy through huge financial contributions to lobbyists that are serving the interests of the 1% and are participating in corporate-funded groups like American Legislative Exchange Council (ALEC) and the Financial Services Roundtable.</p>
<p>As a global community united for real economic and racial justice, it is time that BoA is held accountable, invest in public needs and services, or face being broken up to achieve the justice we need. Whether you are a community member, homeowner, worker or student, we need to come together to challenge corporate power and create an economy and democracy that works for all of us.</p>

<p><strong></strong>On the morning of May 9 at 8 am, people from around the state, country and world will converge on the “Wall Street of the South” to participate in creative, mass non-violent direct action to “Break Up Business As Usual for Bank of America.” Our marches will carry our call for justice to the doors of the Shareholder meeting and surrounding areas.  On the day of the Shareholder meeting, people will have the opportunity to engage in a variety of creative educational, cultural, theatrical, visibility, and nonviolent direct action activities.</p>

<p>Wells Fargo has hurt millions of people around the country with their bad practices. Almost every section of our communities have been impacted by this bank and there are so many reasons why you need to come out and stand up to them.</p>
<p>On Tuesday, April 24, the 99% who have been devastated by Big Banks&#8217; bad practices are stopping Wells Fargo Shareholders from having their same old Annual Meeting.</p>
<p>Instead of them discussing how they are going to continue to profit off the devastation of communities of color, we will be holding a Peoples&#8217; Stakeholder meeting to share the stories of those of us most impacted by Wells Fargo&#8217;s greedy, racist practices.</p>
<p>Someone you know has been hurt by Wells Fargo, whether they are a senior fighting to save their home, a student struggling to afford school or a husband fighting to keep his wife from deportation and his family intact.</p>
<p>Enough is enough! We need to let them know that we will not stand by as they continue to hurt our families and communities.</p>
<p>Wells Fargo Bank is responsible for some of the worse abuses of public funds and resources. It has received $43.7 billion in bailout funds, but continues to foreclose on families and neglects to pay taxes.</p>
<p>One in five foreclosures in the nation are concentrated in California and Wells Fargo owns a significant portion of loans that they have allowed to go into foreclosure.</p>
<p>Here are the numbers: Wells Fargo Bank is the lender on almost 2,000 (1,745) homes in San Francisco that are in some stage of foreclosure. That’s almost 12% of the 14,956 homes in San Francisco that are in some stage of foreclosure</p>
<p>Their application of the federally approved Home Affordable Modification Program, (HAMP) which aim to lower monthly payments so that distressed homeowners can avoid foreclosure, has been negligible.</p>
<p>Numbers for Wells Fargo as of Feb 2011 show that only 77,402 homeowners got permanent modifications: a 22% rate of modification more than two years into the program.</p>
<p>Wells Fargo has canceled 118,697 trial modifications and denied 175,336 homeowners from accessing HAMP. Unlike other national banks, Wells Fargo has not changed its foreclosure procedures despite numerous confirmed reports of “robo-signing” and other illegalities in the foreclosure process.”</p>
<p>Not only that, over the last ten years, Wells Fargo paid the lowest worldwide tax rate of the top five big banks (24.8%&#8211;$27.5 billion on $110.9 billion pre-tax earnings) and reportedly did not pay any federal taxes in 2009.”</p>
<h2>Private Prison And Detention Center Connections</h2>
<p>Wells is no friend to immigrants either. In fact, it is a prison profiteer. As of December 31, 2010, Wells Fargo had $88.7 million, or 4 million shares invested in the GEO Group, <a href="http://www.geogroup.com/">http://www.geogroup.com/</a></p>
<p>in the nation’s second-largest private prison company, and $5.9 million, ½ shares, in <a href="http://www.cca.com/" target="_blank">CCA (Corrections Corporation of America)</a>  according to Security and Exchange Commission filings. Their combined prison holdings are valued upwards of 120 million. GEO and CCA spend millions lobbying against comprehensive immigration reform and for anti-immigrant legislation and share the same lobbyists in Washington D.C. firm, The Podesta Group.</p>
<p>Private Prisons receive an average of $122 a day per person in detention. The average number of people in detention is 30,000, which costs taxpayers over $3.7 million daily. HB87 is expected to create record profits for private prison companies, Georgia is already home to the largest detention center Stewart Detention Center in Lumpkin (1752 capacity).</p>
<p>Wells Fargo and CCA made contributions to HB87 sponsor Georgia Senator Bill Hamrick. HB87 is considered to be one of the most draconian anti-immigrant measures in the country. GEO and CCA made contributions Georgia Governor Nathan Deal, who signed the anti-immigrant measure.  CCA, GEO, and Wells Fargo made contributions to several politicians in State House and State Senate who voted in favor of HB87. GEO Group also sponsored and lobbied for Arizona’s HB 1070 law which is one of the worst anti-immigrant laws in the country</p>
<p>Wells Fargo uses its mutual funds, the money deposited by its clients, to invest in these private detention corporations.  Wells Fargo is undermining San Francisco’s status as a sanctuary city by profiting off the criminalization of immigrants with immigrants’ own money.</p>
<p>Wells Fargo has its hands deep in this nation’s pockets and continues to take far more than its fair share. From homes, to interest on payday loans, to priosns and detention centers, to student loans to tax dollars, Wells Fargo’s profits<br />
at the cost of our communities.</p>
<p>So join us on April 24, when we let Wells know that in their single-minded pursuit for profit, they are bankrupting the 99%!</p>
