<p>During the last year-and-a-half, the war in Ukraine has commanded the lion’s share of the attention of the U.S. and international antiwar movement – although that conflict has also provoked a splintered response and mixed messages from antiwar activists.</p>
<p>The conflicts in the Middle East and North Africa have been eclipsed by the Russia-Ukraine-U.S.-NATO war. While we focused on Europe, the U.S. has continued to plant the seeds of future conflicts in the Middle East and is escalating its confrontation with China.</p>
<p>On September 13<sup>th</sup>, al-Monitor reported that the United States and Bahrain had just signed a new security and economic agreement. It includes a provision for the United States to &#8220;help deter and confront external aggression in the event of an attack&#8221; on Bahrain.</p>
<p><a href="https://www.al-monitor.com/originals/2023/09/us-touts-bahrain-defense-agreement-model-middle-east-strategy">Jared Szuba</a> reported, “Biden administration officials hope the deal will be the first in a series with Middle Eastern nations as the U.S. seeks to maintain its influence in the region following major military withdrawals as it competes with China on the global stage.”</p>
<p>The agreement falls short of the Article 5-style defense guarantees long sought by Gulf oil petro-states, and thus does not require Congressional approval.</p>
<p>The security agreement is likely to serve as a model for Washington&#8217;s security commitments to other Middle East autocracies. It will expand the number of places in the region that could serve as trigger points for US military intervention. It is another provocative signal to Iran that the U.S. continues to consider the region strategically vital to American interests (it has lots of oil), and its determination to defend its claim to be the world’s primary (if not only) global hegemon.</p>
<p>As if to put a fine point on that message, the same week <a href="https://www.al-monitor.com/originals/2023/09/us-send-more-military-aid-egypt-despite-rights-concerns">Elizabeth Hagedorn</a>, also with Al-Monitor, reported the U.S. would reduce military aid to Egypt by $85 million as expression of “concern” about the human rights violations of General Sisi’s repressive government. This is less than Washington held back from Cairo’s aid package in each of the two previous years. Human rights organizations had called for it to withhold the entire $320 million in military doled out to Egypt annually as part of a foreign aid package totaling $1.3 billion, second in the region only to Israel.</p>
<p>Instead of putting the withheld military funds into humanitarian aid to the people of Yemen, Syria, Lebanon, Libya, Morocco, Palestine, Afghanistan, or any number of other humanitarian crises abroad, not to mention more assistance to the victims of US climate catastrophes in the U.S.</p>
<p>The security agreement with Bahrain is emblematic of U.S. objectives. It portends what is to come – more flashpoints and military conflicts to protect the interests of the fossil fuel cartel, the military-industrial complex, and the neoliberal Congressional majority, White House and other political interests that dictate American foreign policy and are beneficiaries of its political and financial largess.</p>
<p>This is more convincing evidence of the need for a large, united active peace and global justice movement. The question is whether we are up to the challenge!</p>

										<content:encoded><![CDATA[<p>We applaud President Biden’s declaration that he will be ending US support for all offensive operations in Yemen. The people of Yemen have endured years of brutal war and a suffocating blockade. The Saudi-led coalition has attacked Yemeni weddings, hospitals, schools, and funerals with consistent support from the United States. The ruthless attacks on Yemeni healthcare infrastructure have led to the rampant spread of preventable diseases like cholera and dengue—and now COVID. The end to American support for this war will hopefully bring some much-needed relief to the people of Yemen.</p>
<p>This announcement is coming after almost six years of tireless advocacy around the world, and on the heels of the January, 25th World Says No to War on Yemen Global Day of Action that CODEPINK helped organize. It comes after years of US lobbying, including getting bipartisan bills on Trump’s desk that were vetoed by the president.</p>
<p>CODEPINK has been engaged in the movement to end the war on Yemen since it began in 2015. “This is a hard-fought win for peace and it shows that activism in the streets and in the halls of Congress can bear fruit. We hope peace activists everywhere are heartened by this decision,” said CODEPINK co-director Ariel Gold.</p>
<p>Moving forward, CODEPINK will continue to push the Biden Administration to truly end all support for this war, which should include an end to all intelligence sharing with the coalition, an end to arms sales, and an immediate reversal of the terrorist designation for the Houthis, restoring and increasing humanitarian aid to all parts of Yemen, and reparations for the Yemeni people.</p>
<p>UPDATE: as of February 17th, 2021: CODEPINK applauds the Biden Administration’s decision to reverse the terrorist designation on the Houthis in Yemen. The administration also announced that they will stop offensive intelligence sharing with Saudi Arabia. Peace activists still seek clarity on what “offensive” support really entails, and there are still questions about which arms sales will still be permitted to Saudi Arabia and the United Arab Emirates.</p>

										<content:encoded><![CDATA[<p>Since 2015, the Saudi-led bombing and blockade of Yemen have killed tens of thousands of people and devastated the country. The U.N. calls this the largest humanitarian crisis on Earth. Half the country&#8217;s people are on the brink of famine, the country has the world&#8217;s worst cholera outbreak in modern history, and now Yemen has one of the very worst COVID death rates in the world: It kills 1 in 4 people who test positive. The pandemic, along with withdrawal of aid, is pushing more people into acute hunger.</p>
<p>And yet Saudi Arabia is escalating its war and tightening its blockade.</p>
<p>The war is only possible because Western countries &#8212; the United States and UK in particular &#8212; continue to arm Saudi Arabia and provide military, political and logistical support for the war. The Western powers are active participants and have the power to stop the world&#8217;s most acute human crisis.</p>
<p>The disaster in Yemen is man-made. It is caused by the war and blockade. It can and must be ended.</p>
<p>People and organizations from the U.S., Britain, Canada, France, Italy, and across the world, are coming together to call for an end to the war in Yemen and solidarity with the people of Yemen. We demand that right now our governments:</p>
<ul>
<li>Stop foreign aggression on Yemen.</li>
<li>Stop weapons and war support for Saudi Arabia and the United Arab Emirates.</li>
<li>Lift the blockade on Yemen and open all land and sea ports.</li>
<li>Restore and expand humanitarian aid for the people of Yemen.</li>
</ul>
<p>We call on people around the world to protest the war on January 25, 2021, just days after the U.S. presidential inauguration and the day before Saudi Arabia’s &#8216;Davos in the Desert’ Future Investment Initiative.</p>
<p>We ask individuals and organizations everywhere to participate in protests &#8212; with masks and other safety precautions &#8212; in their towns and cities on that day and make clear that the WORLD SAYS NO TO WAR ON YEMEN.</p>

										<content:encoded><![CDATA[<p>This is a shameful moment in American history. <strong>Despite the bipartisan War Powers Resolution successfully passing through both chambers of congress, Trump is using his presidential veto power to maintain U.S. involvement in the brutal Saudi-led war in Yemen</strong>.</p>
<p>It’s not surprising that Trump is more concerned with protecting Saudi interests and the profits of U.S. weapons companies than he is with protecting the lives of the Yemeni people. But we are not ready to give up and neither are the progressive leaders in Congress. <a href="https://www.codepink.org/warpowers?e=f2c66f70080ac342e077245abdcc5653&amp;utm_source=codepink&amp;utm_medium=email&amp;utm_campaign=yemen_veto&amp;n=2"><strong>Send a message now to your Senators and Representative asking them to vote to override Trump’s veto and support the next&#8211;even stronger&#8211;legislation in congress to end the war in Yemen.</strong></a></p>
<p>H.R.643 and S.3652 go even further than the War Powers Resolution. S.3652 in the Senate, “the Saudi Arabia Accountability and Yemen Act of 2019,” is being led by by Senator Menendez and would <strong>prohibit certain arms sales to Saudi Arabia and in-flight U.S. refueling of Saudi war planes</strong>. H.R.643, introduced by Congressman Jim McGovern alongside a bipartisan group of 20 lawmakers in the House, would <strong>stop all U.S. arms sales and military aid to Saudi Arabia</strong>. Together, these two bills would effectively end the war!</p>
<p>Trump may think he can protect his family’s cozy, lucrative relationship with bloody Saudi leader MBS, but we know that <strong>real power lies with the will of the people</strong>. 										<content:encoded><![CDATA[<p>Peace activists at Cal Poly are being threatened by their administration for the second time this year because they dared to sing songs in front of the Raytheon table at their career fair. The students have organized themselves under the SLO Peace Coalition. <strong><em>They’re doing all they can to highlight the relationship between their school and Raytheon, and Raytheon’s role in the war in Yemen.  </em></strong></p>
<p>These brave students first disrupted the Raytheon booth at their spring career fair. After two months under investigation, vague threats, and in the face of community outrage, the administration told them they had done nothing wrong, case closed.  Emboldened, they disrupted Raytheon again at the fall career fair. This time they received a formal warning, even though their actions were no different from those the previous spring.</p>
<p>We believe the administration is threatening its students in an attempt to appease the weapons manufacturer Raytheon. This is the same school that bent over backwards for a student who wore blackface and the far-right provocateur Milo Yiannopoulos in order to be seen as a free speech champion. So why are they targeting a handful of peaceful singing students? It’s up to us to show that Cal Poly would rather maintain ties to the killing of children and civilians in Yemen and frighten its own students than lose funding. <a href="https://www.codepink.org/cal_poly">Please sign and share the petition</a> to demand Cal Poly President Jeffrey D. Armstrong drop the threats against the SLO Peace Coalition students.</p>

S.J.Res.54 is a bipartisan, privileged resolution invoking the War Powers Resolution. It requires a vote on ending U.S. military support for this war.  As your constituent, I urge you to cosponsor and vote YES on the Sanders-Lee resolution to ensure that our nation stops causing suffering in a country already devastated by conflict, cholera, and famine.</p>

And the United States has sold hundreds of billions of dollars of weapons, including precision-guided munitions, to Saudi Arabia for its war on Yemen. </span><span style="font-weight: 400;"> </span></p>
<p><span style="font-weight: 400;">An effort to get Congress to cut off a major weapons sale last spring failed, but work continues in the House, with resolution </span><a href="https://www.congress.gov/bill/115th-congress/house-concurrent-resolution/81?r=42"><span style="font-weight: 400;">H.Con.Res.81</span></a><span style="font-weight: 400;">, introduced by Congressmen Ro Khanna (D-CA), Thomas Massie (R-KY), Mark Pocan (D-WI) and Walter B. Jones (R-NC).  </span></p>
<p><span style="font-weight: 400;">A vote in the full House of Representatives is expected November 2. <p>Director of Policy &amp; Advocacy, Yemen Peace Project<br />Kate has worked on human rights and democratization in the Middle East for nearly ten years. Kate received her B.A. in Middle Eastern and North African Studies from UCLA, studied Arabic at the American University in Cairo, and is currently an M.A. candidate at Georgetown University’s Democracy and Governance program. Kate has also traveled extensively in Egypt, Lebanon, Jordan, Israel, and Syria. Her writing and commentary have been featured in numerous news outlets, including Reuters, Al Jazeera America, Middle East Eye, OpenDemocracy, and the Huffington Post.</p>
<p>Kate directs YPP’s policy and advocacy program to ensure US foreign policy in Yemen reflects the needs and interests of Yemenis and Yemeni Americans.</p>
<h3>Kate Gould</h3>
<p>Legislative Representative, Middle East Policy<br />Kate Gould serves as the Legislative Representative for Middle East Policy. Kate directs FCNL&#8217;s lobbying on Middle East policy, and is one of only a handful of registered lobbyists in Washington, D.C. working to support diplomatic solutions to disputes between the U.S. and Iran and the conflicts in Syria, Iraq, Yemen and Israel/Palestine.</p>
<p>Gould was profiled in 2015 as the “Quaker Lobbyist Behind the Iran Deal Fight,” by Congressional Quarterly, an outlet with readership that includes 95% of members of Congress. Kate&#8217;s analysis on Middle East policy has been published in The New York Times, the Washington Post, USA Today, The Guardian, The Daily Beast, CNN, Reuters, AFP and other national outlets. Kate has appeared as an on-air analyst for various TV and radio programs, including the O&#8217;Reilly Factor on Fox News, The Thom Hartmann Show, The Real News Network and CCTV. She is a Political Partner at the Truman National Security Project, and serves as a board member of the Herbert Scoville Jr. Peace Fellowship and Churches for Middle East Peace.</p>
<p>Before coming to FCNL, Kate taught Palestinian school teachers for AMIDEAST while coordinating a radio program on peacebuilding efforts at a joint Israeli-Palestinian think tank in Jerusalem. Kate also interned for Senator Jeff Merkley both in her hometown of Medford, Oregon and in his Washington, DC office. Kate is inspired every day by people she met in the Middle East who practice nonviolence in the face of so much violence: the Palestinian shepherds, Israeli rabbis, Palestinian women’s cooperative owners, therapists in Gaza treating children who have lived through three wars, and Syrian and Iraqi refugees who have started over to make a new life. Kate is a member of the Friends Meeting of Washington.</p>
