<p>Below are initial statements and responses to the U.S. attack on Venezuela by UFPJ member groups, reflecting a variety of perspectives. We are continuing to monitor the situation and will follow up as appropriate.</p>

										<content:encoded><![CDATA[<p>As we approach the 80<sup>th</sup> anniversaries of the U.S. atomic bombings of Hiroshima and Nagasaki on August 6 and 9, authoritarian nationalists now hold state power in seven of the nine nuclear-armed states. Even limited progress towards arms control and disarmament has gone into reverse, and the possibilities of nuclear war are real and growing. As the 2024 recipient of the Nobel Peace Prize, Nihon Hidankyo, the organization of Japanese atomic bomb survivors, has warned: “<em>Nuclear weapons and human beings cannot co-exist</em>.” Nuclear weapons must be eliminated before they eliminate us.</p>
<p>As recognized in the 1945 <a href="https://www.unesco.org/en/legal-affairs/constitution">Constitution of UNESCO</a>, “<em>Since wars begin in the minds of men, it is in the minds of men that the defenses of peace must be constructed</em>.” In 1955, <a href="https://pugwash.org/1955/07/09/statement-manifesto/">Albert Einstein and Bertrand Russel declared</a>, “<em>We appeal, as human beings, to human beings: Remember your humanity, and forget the rest.”</em> It is incumbent on each of us to contribute in some way to the construction of the defenses of peace. <strong><em>Here are some opportunities for engagement and education in the coming weeks.</em></strong><strong> </strong></p>

										<content:encoded><![CDATA[<p>From April 28 – May 9, States parties to the<a href="https://reachingcriticalwill.org/disarmament-fora/npt/2025"> Nuclear Nonproliferation Treaty</a> (NPT) will meet at the United Nations in New York for the third Preparatory Committee (PrepCom) meeting for the 2026 NPT Review Conference. The NPT represents the only binding commitment to the goal of disarmament by the five original nuclear-armed States &#8211; the U.S., UK, USSR/Russia, France, and China. In Article VI, all States pledged<em> “to pursue negotiations in good faith on effective measures relating to cessation of the nuclear arms race at an early date and to nuclear disarmament.” </em>Clearly this has not happened. All NPT members aside from the five acknowledged nuclear-armed states are obligated not to acquire nuclear weapons. The NPT entered into force in 1970. In 1995, it was extended indefinitely, with a Review Conference to be held every five years, and PrepComs to be held in between. Every country in the world is a party to the NPT with five exceptions: India, Israel, Pakistan, and North Korea (all nuclear-armed), and South Sudan.</p>
<p>There is a robust civil society presence on the margins of the NPT meetings. Following the collapse of the Soviet Union, there was a brief period of optimism about the possibility of nuclear disarmament. The <a href="http://www.abolition2000.org/">Abolition 2000 Global Network to Eliminate Nuclear Weapons</a> was founded during the 1995 NPT Review and Extension Conference, with the launch of <a href="https://www.abolition2000.org/en/about/founding-statement/">an appeal </a>to the NPT States Parties calling on them to commence negotiations on a nuclear weapons convention (treaty) and to undertake a number of other measures to end the nuclear arms race, prevent nuclear war, and support the global elimination of nuclear weapons.</p>
<p>The Abolition 2000 Network is<a href="https://www.abolition2000.org/en/take-action/join-abolition-2000/"> open to individuals and organizations to join.</a> By the year 2000, over 2000 organizations had joined.</p>
<p>A lot has changed since 1995, but Abolition 2000 is still here and will be celebrating its 30th anniversary during the 2025 NPT PrepCom.</p>
<p>Abolition 2000 Live from the NPT Prep Com (virtual). On Wednesday, April 30, from 1:30 – 2:15 pm EDT, Abolition 2000 presenters, speaking from the United Nations, will give a short update on the deliberations – the good, the bad and the ugly – plus the main civil society proposals that are gaining traction at the PrepCom. <p>February 18, 2025, late at night, a group of seven peace activists gathered at the front gate of Vandenberg Space Force Base in Santa Barbara county California. They were there both to protest against the test launch of an intercontinental ballistic missile (ICBM) armed with a dummy nuclear warhead and also to celebrate the lives of Daniel Ellsberg, David Krieger and Fr. Louie Vitale. Dan, David and Louie were all arrested 13 years ago in February of 2012 protesting an ICBM test launch, along with 12 other people. That witness was so powerful that since that date the base has NOT published the ICBM test launch dates, giving only a three-day advance notice.</p>
<p>The men and women in the glare of the lights at the front gate celebrated life and peace. As the missile of death blasted across the ocean we celebrated life. Friends of Dan, David and Louie gathered online in the middle of the night to remember them and to support the protesters who were at the front gate at midnight. We read poetry and told stories and created a field of love and peace to counteract the death machine, until the horrible missile blasted off at 1 am. The protesters included Elizabeth Murray of the Pacific Life Community, Leah Yananton, an artist from Los Angeles, and five others.</p>
<p>Test launches damage human communities and ecosystems. The Marshall Islands, already forced to bear the overwhelming environmental costs of U.S. nuclear weapons testing, are still used as a target area for the ICBM tests.</p>
<p>ICBMs have been sold to Congress and the public as a guarantor of security. In reality, they are an imminent threat to public safety. In the words of the late Daniel Ellsberg, author of The Doomsday Machine, these weapons make “any conflict enormously more dangerous than it has to be” by increasing “the danger that any armed conflict between major nuclear states can escalate to all-out war.” ICBMs are on hair-trigger alert and, once launched, cannot be recalled, virtually guaranteeing a retaliatory strike on the country that launches them. As long as ICBMs exist, we live with the constant risk that misinterpreted intelligence, human error, or a single rash decision could end civilization as we know it within an hour.</p>
<p>Maintaining these weapons is a huge waste of resources. The U.S. has committed to spending hundreds of billions of dollars to “modernize” its ICBM force, which in practice means replacing the entire system. The ICBM program is now an astonishing 81% over budget. We must stop this madness.</p>
<p>Tensions among nuclear-armed states are high. The U.S. military paused a test when Russia invaded Ukraine and once again when Nancy Pelosi visited Taiwan. These provocative tests should be stopped in the interest of peace.</p>
<p>The <a href="https://defusenuclearwar.org/">Defuse Nuclear War coalition</a> condemns these launches in the strongest possible terms as a wasteful, dangerous step backward for peace. The continued existence of ICBMs is a profound threat to the life and security of every single person in the United States and around the world. <a href="https://default.salsalabs.org/T5d834629-a725-48f2-aed8-e8efdca82cbc/a291a55d-983f-42c0-b3a4-d69d97642441">Click here to tell Congress to put an end to such tests and such weapons.</a><br />

										<content:encoded><![CDATA[<p>On April 4, 1967, exactly one year before his tragic assassination, in his prophetic speech, “<a href="https://www.americanrhetoric.com/speeches/mlkatimetobreaksilence.htm">Beyond Vietnam: A Time to Break Silence</a>,” Dr. Martin Luther King, Jr. declared: “A nation that continues year after year to spend more money on military defense than on programs of social uplift is approaching spiritual death.” He went on to name the United States Government as the greatest purveyor of violence in the world. In the speech King preaches that nonviolent direct action is our greatest hope and best tool to bring about the changes we seek.</p>

<p>When Dr. King gave this speech, the United States was embroiled in the Vietnam War. The country was in turmoil as peace activists resisted the draft, and anti-war and civil rights protesters took to the streets. King’s speech laid bare the relationship between U.S. wars abroad and the racism and poverty being challenged by the civil rights movement at home. And it was controversial in some parts of the civil rights movement.</p>
<p>In this powerful speech Dr, King provides both a diagnosis and a cure that remain fully relevant today. “I am convinced that if we are to get on the right side of the world revolution, we as a nation must undergo a radical revolution of values&#8230;. we must rapidly begin the shift from a thing-oriented society to a person-oriented society. When machines and computers, profit motives and property rights, are considered more important than people, the giant triplets of racism, extreme materialism, and militarism are incapable of being conquered.”</p>
<p><a href="http://www.poorpeoplescampaign.org">The Poor People’s Campaign: A National Call for Moral Revival</a> has picked up Dr. King’s unfinished work weaving the interlocking injustices of systemic racism, systemic poverty, environmental devastation, militarism and the war economy and a distorted moral narrative of Christian nationalism that blames people for their own poverty and claims there’s “not enough,” into one “moral fusion” campaign.</p>

<p>The Kansas City Nuclear Bomb Plant, officially named the Kansas City Security Campus, is of vital importance in the making of nuclear weapons.   This facility is an integral part of the manufacturing chain, producing and procuring over 85% of the non-nuclear parts for US nuclear weapons.  Without these parts, nuclear weapons production would cease.</p>
<p>“The US has embarked on the largest and most expensive nuclear build-out ever,” according to an article in the December <em>Scientific American.  </em> In its deadly pursuit of the most dangerous weapons on earth, the U.S. Government will double the size of this already massive bomb plant beginning in 2024.  With little public notice, the land has been purchased, zoning granted and earth movers are preparing the land for building.  Expansion includes 2.5 million square feet of new office, manufacturing and support space as well as adding an additional 1,000 employees to its current 7,800 employees.  So much time, energy and trillions of taxpayer dollars  invested to kill and destroy life.</p>
<p>The U.S. Government possesses an overflow of nuclear weapons capable of destroying life on earth many times over.  There are nine nuclear armed nations, many of whom have already threatened the use of nuclear weapons during conflicts.  Due to human error and misunderstandings, the United States &amp; Russia, along with others, have experienced numerous nuclear close calls.   We are tempting fate.   One of these days “luck” won’t be on our side.</p>
<p>The entire nuclear production system has contaminated, sickened and killed untold numbers of U.S. citizens &#8211; men, women, children and babies. The same has happened all over the world, which has led to the new Treaty on the Prohibition of Nuclear Weapons.</p>
<p>This madness must stop.</p>
<p>Instead of paying people to produce/procure parts that build killer bombs, let these same employees use their knowledge and expertise to reduce global warming.  The plant should transition to green energy solutions providing employees with good paying jobs that build a sustainable, more liveable society.   <a href="https://warheadstowindmills.org/">Warheads to Windmills</a> has an informative website addressing the climate catastrophe and nuclear war, the two existential threats facing the world.</p>
<p>WE MUST RESIST.  Plan to attend the <strong>Catholic Workers <em>Resist Nuclear Weapons </em>events April 12-15 here in Kansas City.  </strong><em>For those who can attend, April 12-14 are set aside for planning, nonviolence training as well as fellowship.  It will conclude on Monday, April 15 with a Day of Action at the plant, alongside PeaceWorks KC, a local affiliate of Peace Action, numerous non-profits, and the people of KC. </em> Details are being finalized and will be posted at <a href="http://www.peaceworkskc.org">www.peaceworkskc.org</a>  In the meantime, write a Letter to the Editor, contact your elected officials, and let them know you want your taxpayer dollars spent on improving the living conditions in the U.S. instead of the evil of nuclear weapons.</p>

Rashida Tlaib (D-MI).   The legislation calls for an immediate ceasefire in Israel and occupied Palestine and to send humanitarian aid, fuel, water, and food to Gaza.  Innocent children and civilians are being starved and annihilated every day, we can’t stand by and do nothing. War is not the answer, and we are sick and tired of it being the U.S. government’s go to response.</p>

<p>Since UFPJ’s founding, our member organizations—September 11th Families for Peaceful Tomorrows, Witness Against Torture, CODEPINK, and many others—have worked to close the illegal off-shore detention facility on the Guantánamo Naval Base and to move any detainees who could be legally charged to trial in federal courts. Among the <a href="https://www.humanrightsfirst.org/resource/former-top-us-officials-who-support-closing-guantanamo"><strong>former government officials</strong></a> who support closure of Guantánamo are five Secretaries of Defense, eight Secretaries of State, six national Security Advisors, five Chairmen of the Joint Chiefs of Staff, and dozens of retired generals and admirals.</p>

<p>On January 11, 2023, the detention facility at Guantánamo will turn twenty-one. Over its disgraceful years of operation, it has detained 779 Muslim men from nations across the world. Nine of them died at Guantanamo. President Bush, under whose leadership the detention facility was opened, transferred 532 men out of Guantanamo and later said, &#8220;I very much would like to end Guantánamo. I very much would like to get people to a court.&#8221; He could not.</p>
<p>President Obama’s Administration expended significant energy trying to fulfill his campaign promise to shutter the facility. He transferred 198 detainees out, but the facility was not shut down. President Trump, who had no interest in closing the prison, transferred one detainee. President Biden has transferred five.</p>
<p>Today 35 men remain at Gua<a href="https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Camp-X-Ray.jpg"><img fetchpriority="high" decoding="async" class="wp-image-9638 alignleft" src="https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Camp-X-Ray-300x185.jpg" alt="" width="415" height="256" /></a>ntánamo; 20 of them are cleared for immediate transfer. ALL of the detainees are <a href="https://www.cvt.org/sites/default/files/Final%20Amicus%20Brief-4.Jan%202018.pdf#page=10"><strong>survivors of torture and other extreme trauma</strong></a>. The continued operation of the Guantánamo detention facility has been a recruiting tool for terrorist organizations and is an ever-present reminder of the profound human rights abuses and violations of international law the U.S. engaged in following the 9/11 attacks. At an annual cost of $540 million, or more than $15 million per detainee, it is by far the most expensive prison to ever operate.</p>
<p><a href="https://peacefultomorrows.org/guantanamo/"><strong>September 11th Families for Peaceful Tomorrows</strong></a>, a founding member of UFPJ is working as part of a larger human rights and security coalition to once and for all close Guantánamo. <p><strong>Just what will it require for President Biden to succeed where Bush and Obama failed?</strong></p>
<p><strong> </strong><strong>TRANFER THOSE CURRENTLY CLEARED FOR RELEASE: </strong>Finding nations to receive the 20 men at Guantánamo currently cleared for transfer by the Periodic Review Board (PRB) must be the focus of a determined effort by the Department of State and the staff under recently appointed <a href="https://www.middleeasteye.net/news/guantanamo-biden-appoints-senior-diplomat-oversee-detainee-transfers-report-says"><strong>senior diplomat Tina Laidanow</strong></a><strong>. </strong>Many of these men have been cleared for transfer for years and their frustration and the anguish of their families festers with every passing day. The PRB is composed of senior officials from the Departments of Defense, Homeland Security, Justice, and State; the Joint Staff; and the Office of the Director of National Intelligence. The PRB is tasked with <a href="https://www.prs.mil/FAQ/"><strong>determining</strong></a> “whether law of war detention remains necessary to protect against a continuing significant threat to the security of the United States” and also considers a range of other factors, including diplomatic considerations, security assurances, the detainee&#8217;s mental and physical health, and his record in confinement.</p>
<p><strong>ACKNOWLEDGE AND MAKE REDRESS FOR ILLEGAL TORTURE: </strong>Three men at Guantánamo are currently “forever prisoners,” held in indefinite law-of-war detention, charged with no crime, and yet not recommended for transfer, largely because their brutal torture by U.S. officials makes any legal proceedings impossible. This is contrary to international law that the U.S. has ratified, and it contradicts everything that the U.S. purports to respect as a nation upholding the rule of law. The cases of these three detainees will continue to be fought in federal and international courts. The Justice Department and the Department of State need to resolve this intolerable situation. The men must be resettled where they can receive badly needed torture rehabilitation as required by the <a href="https://www.ohchr.org/en/instruments-mechanisms/instruments/convention-against-torture-and-other-cruel-inhuman-or-degradinghttps:/www.ohchr.org/en/instruments-mechanisms/instruments/convention-against-torture-and-other-cruel-inhuman-or-degrading"><strong>Convention Against Torture</strong></a>, which the U.S. ratified in 1988; rehabilitation that <a href="https://tidsskrift.dk/torture-journal/article/view/97219/146018"><strong>cannot be provided</strong></a> at Guantánamo.<a href="https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Camp-Justice.jpg"><img loading="lazy" decoding="async" class=" wp-image-9637 alignright" src="https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Camp-Justice-300x187.jpg" alt="" width="462" height="288" /></a></p>
<p><strong>HONOR PLEA AGREEMENTS: </strong>Another detainee, Majid Khan was convicted of delivering funds to an al-Qaeda affiliate in Southeast Asia; the funds were later used to finance a terrorist bombing in Indonesia. In 2012 Khan pleaded guilty and became a government cooperator. In 2021, before a jury of military officers in open court, Khan apologized for his actions, then he gave a lengthy description of his torture by the C.I.A. saying he forgave those who had carried out his torture. Seven of the jurors wrote a clemency letter on Khan’s behalf. Khan completed his sentence in March of 2022, but the U.S. has failed to identify a country that will receive him. Khan has <a href="https://int.nyt.com/data/documenttools/Majid-Khan-post-sentence-habeas/60d6b3ad864a0f48/full.pdf"><strong>sued the Biden Administration</strong></a> for his release. His resettlement must be a priority for the State Department before Khan’s plight becomes a deeply divisive legal battle. Swift resolution of this case will determine if other cases can be resolved through plea agreements.</p>
<p><strong>ANTICIPATE FUTURE COMPLETION OF SENTENCES: </strong>Last summer, Abd al-Hadi al-Iraqi, who says his real name is Nashwan al-Tamir, pleaded guilty to commanding insurgents in Afghanistan that committed lethal attacks on U.S. allied forces in 2003 and 2004. He has a degenerative disc disease that causes advancing paralysis and has undergone repeated surgeries at Guantánamo, although the base hospital does not meet the proper standard of care mandated by international law. Al-Tamir will be sentenced in 2024 and the terms of his plea agreement give the U.S. two years to find a place to send him for resettlement where he can get suitable health care, or the deal is withdrawn, and he goes to trial. Arranging his ultimate resettlement must be a priority for the State Department NOW, so that the <a href="https://www.lawfareblog.com/its-time-admit-military-commissions-have-failed"><strong>totally failed military commission system</strong></a> at Guantánamo does not restart proceedings in his case.</p>
<p><strong>ADDRESS PAST IRREGULARITIES IN THE MILITARY COMMISSIONS: </strong>Ali Hamza al-Bahlul is currently serving a life sentence imposed by the Guantánamo military commissions, in 2008, for being a propaganda chief for Al Qaeda. He refused to authorize his court-appointed attorney and did not participate in his trial. Two of his convictions were later overturned in federal courts. The military commission conviction continues to be litigated in the courts.</p>
<p><strong>END THE M<a href="https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Courtroom-photo.jpg"><img loading="lazy" decoding="async" class="wp-image-9639 alignright" src="https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Courtroom-photo-300x179.jpg" alt="" width="498" height="297" srcset="https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Courtroom-photo-300x179.jpg 498w, https://www.unitedforpeace.org/wp-content/uploads/2022/12/GTMO-Courtroom-photo-480x287.jpg 480w" sizes="(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 498px, 100vw" /></a>ILITARY COMMISSIONS: </strong>The remaining nine men at Guantánamo, which brings the total to 35, have all been charged in the Military Commissions created at Guantánamo by an act of Congress. To date, none of the cases involving these men—who include the five men accused of the 9/11 attacks, and the man accused of organizing the attack on the U.S.S. Cole—have begun or even scheduled the beginning of a trial. The reason, as General John Baker, longtime military commission chief defense counsel <a href="https://www.judiciary.senate.gov/imo/media/doc/Baker%20Testimony2.pdf"><strong>told the Senate Judiciary Committee</strong></a> last year, is the government’s “original sin, torture.” It “impacts and undermines every aspect of these prosecutions,” he explained. Baker specifically criticized the government’s reliance on evidence obtained by torture: “The foundations of any guilty verdicts and capital sentences obtained in the current military commissions are thus being built on quicksand.” The prosecutors in the 9/11 case initiated a plea negotiation process in March of 2022. The defendants, their attorneys, and the prosecuting attorneys are waiting to learn from the Department of Defense, the Intelligence Community, the Department of Justice, and the Department of State exactly what “policy principles” will govern potential appeals.  President Biden needs to speed up this inter-agency review so that the 9/11 case and the other failed legal proceeding at Guantánamo can be ended. Those sentenced should serve time somewhere other than Guantánamo.</p>
<p>Members of September 11th Families for Peaceful Tomorrows recognize and regret that proceeding with closing Guantánamo in this way will forever be an acknowledgment of the U.S. government’s failure to uphold the rule of law in the wake of 9/11. Above all this included the profound violation of Muslim men’s human rights and legal rights; and decisions made at the highest levels of our government to brutally torture the 9/11 defendants and others at black sites abroad and at Guantánamo, rather than plan for fair and transparent trials. This ultimately denied 9/11 family members, all U.S. citizens, and the rest of the world transparency, justice, and accountability for one of the most horrific international crimes in world history.</div>

<p>On September 19, The PPC launched a <a href="https://www.breachrepairers.org/press-releases/poor-peoples-campaign-plans-outreach-to-5m-low-income-voters?emci=dd8285bd-5d38-ed11-ae83-281878b83d8a&amp;emdi=b6f6ef2f-843a-ed11-a27c-281878b83d8a&amp;ceid=9981574">50-day national voter outreach program</a> to ensure that the poor and low-income voters are a deciding factor in the upcoming midterm elections. With living wages, healthcare, voting rights and other issues critical to poor and low-wealth people on the ballot, this year&#8217;s elections are more crucial than ever. If we ever needed to vote for democracy &amp; justice, we sure do need to vote now!</p>
<p>On September 22, a diverse group of faith leaders, whose various traditions make up millions of congregants across the country, joined Poor People’s Campaign national co-chairs Rev. Dr. William J. Barber II and Rev.
